By default, the access to MySQL server is allowed only from within the server to localhost, its IPV4 and IPV6. To allow access to remote users, one should ensure it manually. If you have an XAMPP environment on computer, then by entering the IP of the machine at local host and configuring the
dedicated server, you can allow access to the remote machine.
